5. Less Complex Arcs

From Series 1 to Series 4, Doctor Who has had pretty straight forward plots and twists and it was under the control of a dedicated fan known as Russell T Davies. Then from Series 5 to the present, it was taken over by an equally dedicated fan to the show, and his name is Steven Moffat... and he has quite the reputation. Apart from being the evil mastermind behind all the show's ongoing misfortune that it bring to its viewers, Steven Moffat has the habit of giving us the most complex set of story arcs and twists known to mankind. And they even have a few plot holes in them (which fans waste no time in picking out), and this stretches from Series 5 to the present day. So perhaps the best idea for Series 9 would be to not have such confusing twists? Timey-wimey? More like confusey-wusey!
