3. Eyepatch Lady/Madame Kovarian (Frances Barber, A Good Man Goes To War)

She's a complete ice-woman. No mercy. She's not even, from a certain point of view, evil. In a universe where 'Doctor' means 'warrior,' can you blame her for attempting to find a way to protect herself? Grant you, the way she goes about that is kidnap and brainwashing, before melting Amy's baby onto her. Barber turns in one of those great all-out villain performances that we lack on modern Who. She plays Kovarian as someone who knows kidnapping is wrong and she knows she's evil, but she doesn't give a damn. From the eyepatch to the lipstick to the leather suit, she's evil through and through, but it never turns into a pantomime. Her actions, to us and to her supporters are seen as justifiable. She's not punting puppies off a bridge, she's creating a weapon that could protect them from a man who has committed genocide more than once. Barber manages to get this across with minimal lines and minimal screen presence at least she got a cool death scene.
