16. The Seventh Doctor (First Appearance: 1987)
Sylvester McCoy's Seventh Doctor started out as a clownish character with a darker edge, not unlike Patrick Troughton's Second Doctor.
However, he soon hardened into the most manipulative and direct of the Doctor's incarnations. This was a Doctor who was sick of seeing evil win, and resolved to do something about it.
One of the most notable moments in the Seventh Doctor's life was when he destroyed Skaro, the home planet of the Daleks. Given that the Fourth Doctor had previously refused to destroy the Daleks at the point of their creation, this demonstrates how tortured an incarnation Seven truly was.
In the end, what toppled this almighty Doctor was a lack of gun control, and America's healthcare system. He was shot down in an alley and died on the operating table, forcing him to regenerate into his eighth face.
