7. What Does THAT Police Officer Know?

An extension of the previous question, what does the police officer at the gas station know? His nervous glance at Travis while loading gallons and gallons of drinking water into the back of his car was suspicious to say the least. He's stocking up, but who for? Are the police bringing in supplies to hand out to civilians in emergencies, to keep at the station because they're ahead of the public, or was this particular officer dipping out of the role to think about himself as just another civilian, not a police officer? He clearly knows something is very wrong, but if the police go into hiding, who will keep the city free from reckless crime?
