Gotham: Every Major Villain Ranked From Worst To Best

Unlike most of the high-ranking villains on this list, Theo Galavan didn't stick around for very long - only serving as villain for the second season. That being said, he worked his way up into becoming Gotham's Mayor thus assuming the most powerful position in the city.

It's no secret that Gotham's cast was its greatest asset. They did a phenomenal job of bringing these characters to life and James Frain's portrayal of Theo Galavan is no different. He was both charming and charismatic - which aren't the words you first think to use when describing a villain but for Galavan it worked so well.

Galavan played an important role in the rise of some fellow antagonists including Barbara Kean and Jerome Valeska. Kean and Valeska went on to become some of Gotham's most powerful villains. Evidently, Galavan must've had a very strong hold in order to control them as a part of his team.
