3. Leslie Knope
If Jerry Gergich is the nicest person in the entire show, then Leslie Knope is a close second, ironically only letting herself down by how she treated Jerry throughout the series. To everyone else however, she was a beacon of brightness and positivity.
The Deputy Director of the Parks Department was overrun with pride and love for her town, even if this wasn't always reciprocated, and she had an unwavering willingness to do the right thing, regardless of whether she was liked for it or not.
As with the rest of the characters, Leslie grew more and more as the show went on, and once she finally got over her infatuation with Mark, was able to explore the other fish in the sea, and ultimately find Ben.
She more than deserved her seat on the City Council, she deserved to be the Governor of Indiana, and anyone who was her friend was constantly made painfully aware how lucky they were, and that she was a far better friend than any of them. You can see exactly why she was cast as Joy in Pixar's Inside Out from her performance as Leslie, as they are basically the same person.
