2. Andy Dwyer
Before Chris Pratt grew to stardom few other actors can boast, thanks to huge performances in the Marvel Cinematic Universe and the Jurassic World franchise, he was Pawnee's lovable goofball. Andy was dopey, always wore a smile, and even if he had no idea what was going on was still the happiest man in the room.
He may have been slightly one dimensional in this regard, as the character rarely went deeper than silly comic relief, but when one dimension is done as good as this, there genuinely isn't a need for any more. He was a perfect pairing with April, became a more important character when he was brought into City Hall to work, and always drew a laugh when he was on screen.
An incredibly important part of Andy's personality was his music, as he often performed either solo or with Mouse Rat. This ranged from the down right silly, to the genuinely moving rendition of 5,000 Candles in the Wind at the Pawnee/Eagleton Unity Concert at the conclusion of season six.
As Andy Dwyer, Burt Macklin, Johnny Karate, or even Jonathan Karate, Chris Pratt's character stole the show in just about every single episode.
