Yes, through the earlier seasons of The Next Generation, Picard was very much a commanding officer to Data. As the years rolled by, Picard became more of a mentor to him. In the series finale, Picard joins his officers for their regular poker night. This the turning point in his relationships with all of them.

When we pick up in the movies, we see a Picard who is more comfortable and at home with his officers. They have become his friends and his family. In Generations, Picard councils Data about his newly found emotions. In First Contact, Picard risks his life to save Data’s. In Insurrection, they stage a righteous mutiny together and in Nemesis, Data gives his life for Picard’s.

They were friends. Yes, Data was best friends with Geordie throughout most of the run but that doesn’t mean he can’t have other meaningful relationships. So, of course, Picard is mourning his friend, of course, he’s haunted by the sacrifice that Data made.

Right, now that’s cleared up here’s something more important information contained in the last of those movies, Star Trek Nemesis. Data is coming back. He downloaded his memory and experiences and gave them to B4 and we’ve already seen B4 in Picard, Lore is nowhere to be seen and other highly advanced Soong type androids have been created.
