7. Reign
Appeared In: Supergirl (Season 3)
Birthed out of fire and destined to reshape the world in her image, Reign was undoubtedly the most imposing of Supergirl's villains. Due to her complete lack of humanity, she was relentless in her approach to cleanse Earth of its sins. This led to her brutally murdering people while physically punishing Supergirl in a way that nobody ever had. Her dark motivations and lack of regard for human life added an apocalyptic vibe to the show that worked surprisingly well.
But as the season progressed, Reign became less and less terrifying as the writers came up with new ways to drag the story out until the season finale. However, one thing that kept the character interesting was the inner turmoil that was going on below the surface. While Reign herself possessed no humanity, the vessel she was inhabiting was very human. Thus, with Sam Arias's repressed humanity underneath constantly fighting to get out, Kara had to find a way to stop Reign without killing Sam.
This conflict dominated the second half of the season and was one of the show's most engaging storylines, and it was only enhanced by the two incredible contrasting performances that Odette Annable turned in as Sam and Reign. And although the season was problematic at times, it doesn't take away from the fact that Reign is easily the strongest villain Supergirl has produced so far.
