9. Adam
Adam took the show's villains in a different direction after three straight seasons of wise-cracking and witty rogues who loved to exposit and monologue. Adam was different. Adam was bland.
A Frankenstein's monster of different human, demon and robot parts created by the secretive Initiative organisation, Adam was a man-made monster who was trying to repopulate the earth with other 'demonoids' similar to himself. Adam doesn't show up until halfway through the season, and then he proceeds to instil his dullness on everyone.
Despite his distinctive look, everything else about Adam is incredibly boring and he's the least memorable thing in an otherwise good season. Series creator Joss Whedon even described him as the most boring Big Bad on the show. If there is one thing that highlights the clear lack of confidence in Adam from the writers, it's the fact that Buffy defeated him in the penultimate episode of Season Four - meaning that he wasn't even worthy of making it through to the season finale.
