He turned himself into a freakin' Turkey, managed to teleport, and has butted heads with Rick on more than one occasion.
He's also the supposed leader of the "free" world.
There's an argument to be made, as there is for Rick himself, that Mr. President is actually the biggest villain of them all on Rick and Morty. He's ruthless, cold, calculating, and has an army at his disposal. He's not afraid to get his hands dirty, and he is really, really over Rick's b.s.
President Curtis first appeared in "Get Schwifty" back in season two, where a big alien head implored the people of earth to "show me what you've got" in a reality TV competition show on an intergalactic scale. It seemed like the President - less of a corrupt villain at that point - might be a one-off, but he returned in seasons three and five. And while he acknowledges Rick's abilities and even takes advantage of them, he's dead-set against any one man being above the law - unless that one man is himself.
After trying and failing to kill Rick, President Curtis settles on ruining his plan to get a presidential pardon by masquerading as a turkey in "Rick and Morty's Thanksploitation Spectacular." Eventually, he turns into a turkey himself, battles it out with Turkey Rick, then takes on his own doppelganger back in human form.
