21. Ethel Muggs

When Ethel made her debut on Riverdale, most of us were glad to see 'Barb from Stranger Things' get some justice (which was portrayed in the show's on-the-nose but ingenious 'Justice For Ethel' storyline). Though she isn't a regular part of the show, she does pop up from time to time and every time she's on-screen, Shannon Purser's endearing performance allows her to shine.

Unfortunately, like with so many others, the character's somewhat increased role in the third season resulted in her becoming one of the show's most infuriating, as she led the Gryphons & Gargoyles brigade, spouting endless babble about ascending and the Gargoyle King.

Had this list been written before Season 3, then Ethel Muggs may have been quite a bit higher as she was actually involved in a number of meaningful storylines. But alas, the year of the Gargoyle King and/or The Farm struck again.
