6. Wendy Testaburger
As with many of the other side characters in the show, Wendy started as a somewhat underdeveloped and non-specific part added for the sake of a romantic angle. However, she goes on to become so much more and arguably is one of the closest roles outside of the main four to being a leading character.
Wendy often acts as the voice of reason within the class and has strong, opinionated views about plenty of different issues. This isn't played as her being a nuisance, as the show makes it clear that she is one of the more thoughtful and intelligent children, thus making her political leanings the desired direction.
However, she also has plenty of flaws and humour that helps her to stand apart from simply being someone who scrutinises the other's behaviour. Wendy can be full of rage even going so far as to have fought Cartman before in the fantastic episode "Breast Cancer Show Ever". She can also be vain, sarcastic and surprisingly mean-spirited, which also gives her a unique identity.
Wendy is far more than just the girlfriend of a lead and has proved that time and time again.
