Overall, Quimby serves an essential role in the town as the governmental figure to make fun of, but he doesn't go much further. Once you've spent an episode with Quimby, then you'll get the gist of the character in its entirety. He comes along, creates political fires and acts as a means to poke fun at politicians, that's about it.

He ranks ever so slightly higher because of his importance to political satire, but he is relatively one-note when looking at the character objectively.
