23. Chief Wiggum
Without Chief Wiggum, who knows what kind of chaos would reign over Springfield? Well, when you look at it from far away, it seems that his grip on the town's crime rates might be pretty lax.
As discussed in the Lovejoy entry, simply poking fun at a character's job title makes them seem mundane. This is why Chief Wiggum steps a little further up, as although he's easily an opportunity to mock the police force, he also has an actual character identity outside of it.
Wiggum is hilariously naïve, which makes his position all the more hilarious. His bumbling incompetence would be funny wherever it was placed, but painting him as the man in charge of the town's safety is perfect as it proves how unlucky Springfield is.
He's loveably goofy and has a strong identity but falls short because his position as police chief means he's often only a supporting role in episodes.
