The tomfoolery of this man is always fun to see, as he often brings the genre of science fiction to the show, which can be a nice break. But Frink isn't just the bridge to some of the more outlandish moments in the series, he's also a fun character in general.
Mad scientists are a common trope to play with, and The Simpsons does it expertly. Rather than just making Frink an eccentric genius, the show turns him into a geek with too much power. He's awkward, goofy and often seeking attention, which takes away from the scary factor of the weird work he's usually doing.
It's easy to fall for his silliness, and his focus on science is an excellent gateway to exploring weirder plots in the show.
