13. Agnes

Aspirational donut shop proprietor and twitcher Agnes is important for what she represents to Hazel, mostly. She is the embodiment of his dream and the absolute antithesis of everything his life has been defined by until he meets her.

She's basically a constant presence in the show and a stark reminder that the coming apocalypse won't just wipe out the Academy themselves. She's pretty much the only "real person" on the character list (since anyone else not empowered is a cop or linked to some other institution) and there's a lot of heavy-lifting involved for her to represent our dog in the fight.

Luckily, she's entirely likeable and charming in a sort of country farm way and Sheila McCarthy brings a wide-eyed innocence that really works for her.
