4. Jesus
Jesus started off as one of the show's most interesting and entertaining characters, a guy who could go toe-to-toe with Rick and Daryl but quickly proved to be as loyal and morally sound as anyone in the series.
In the comics, Jesus' role is much more substantial in the All Out War storyline, but in the series he ended up relegated to bit-player; a good leader, sure, but he didn't do anything of note until he fought Morgan Jones and saved a group of Saviors.
What's worse than that, though, is how the show killed him off. In the comics, he survives everything, and starts a relationship with Aaron. On the show, he was geared toward getting together with Aaron, but then he was randomly (if terrifyingly) killed by a Whisperer.
It was a cruel fate for a character completely let down, and actor Tom Payne has even gone on record to say he was disappointed with Jesus' lack of major importance or development. A shame, considering the source material.
