6. Kofi Kingston
Perhaps no superstar on this list is as purely talented as Kofi Kingston -- while most of the other entries have glaring weaknesses in their performances or presentations, Kofi is a charismatic, skilled superstar who has been entertaining WWE crowds for more than seven years. The problem with that is Kingston, who has been mildly pushed that entire time (with occasional surges toward the top of the card), is seen by fans and WWE higher-ups as a perennial midcarder. Nobody takes him seriously anymore.
Sadly, the high point of Kingston's WWE career came not long after his debut. Kofi looked like a future star by 2009, having already captured Intercontinental and Tag Team gold, but a feud with Randy Orton was set to catapult him into the main event. Kingston outclassed Orton in the buildup to their match, destroying the Legacy leader's car and pummeling him all over Madison Square Garden -- however, when they squared off in singles competition, Orton won. Kingston was hurt by the loss, and WWE gave up on pushing him.
Kofi has claimed several titles in the past five-and-a-half years, but his stock has never risen significantly. Perception is very important in WWE, and he's perceived as a guy who will never be champion.
