5. Stardust/Cody Rhodes
Like Kofi Kingston, Cody Rhodes has spent many years in WWE -- he debuted on Raw on July 2, 2007. Unlike Kingston, Cody has been given repeated chances to become a star, and none of them have stuck.
Debuting as a young blue-chipper with a famous name, Cody looked set to be the next Randy Orton -- especially when he turned heel and joined with Orton as a protege. As Legacy, Rhodes, Orton, and Ted Dibiase, Jr. ran roughshod over the Raw brand in 2009. However, WWE decision-makers favored DiBiase as the group's breakout star. In the end, Orton was on top after the split, and both youngsters were left floundering.
There began a string of different gimmicks for Cody -- first he was the appearance-obsessed "Dashing" Cody Rhodes, then -- after suffering a facial injury at the hands of Rey Mysterio -- a mask-wearing psychopath who put bags on his opponents' heads. When that ran its course, Cody grew a mustache and joined Damien Sandow as Team Rhodes Scholars. They split, with Cody turning face, and he began to team with older brother Goldust. When Goldust outshone Cody, the younger Rhodes went crazy, donning a new outfit and calling himself Stardust.
Rhodes has had a tumultuous WWE career, but nothing the company has tried with him has worked. No matter how much WWE may have once wanted it, he'll never be their champion.
