4. Cody Rhodes

2013 was definitely Cody's breakout year. He looked extremely strong in his Money In The Bank match back in July, only to be screwed out of a win by his then tag team partner Damien Sandow. After a short feud with him, he moved onto a brief angle with The Authority, and ever since has been teaming with his brother Goldust, mostly taking on The Shield every week. All this has been very good for Cody, allowing his in-ring work to shine without the weight of a gimmick. Codys biggest weakness is character. His time as a heel in The Legacy was painful to watch and the "Dashing" gimmick was mildly entertaining at best. He worked well with Sandow doing most of the talking, and his run with Goldust hasn't required him to be anything other than himself, which is all to his benefit. But if Cody is ever going to really make it over with the audience, he has to abandon the tag team division once and for all. The rumoured Wrestlemania match against a heel Goldust would be good. If they can get Dusty Rhodes as the special referee, that would be great. The family angle worked once before, now really go for broke with it and establish him as a babyface once and for all. Cody is fantastic in the ring, he's a very strong worker with a good repertoire of moves. And we can never forget the importance of an uncomplicated face character to have lying around. If they can just find some way to make him sell merchandise as well as draw, Cody will be all set
