Vince McMahon's WWF didn't really kill WCW, that ship sank because of errors on their own side. However, he did have a role to play in the demise, and what he did to the brand afterwards was outright sacrilege. He absorbed the WCW name into the WWF, then set about destroying it. He surely regrets his decision to bury WCW, particularly when he thinks of how much money went down the drain in 2001. He had a brand that had been worth millions a few years earlier, a brand that spurred 2001's Invasion pay per view to 700,000 buys. If he had focused on making money from the name, rather than ripping it down, he may have ended up a much richer man. For money wasted, for burying the brand, the ghost of WCW will always haunt him.
