14. Kane
Titles: WWE Champion, World Heavyweight Champion, Tag Team Champion, Intercontinental Champion, Hardcore Champion
You might be surprised to see Kane's name on this list, if for no other reason than a guy of his physical stature doesn't typically mess with tertiary titles, even as a lark. But Kane managed to briefly hold onto the IC title a couple times in the early 2000s, and even dipped his toes into the Hardcore scene, becoming one of the many, many people to hold the belt during the melee the division eventually became.
And while he may not have had much of a reign as the top dog - he dropped the WWE Championship back to Stone Cold the night after winning it- Kane remains one of the all time great masked monsters in WWE history.
His debut feud with The Undertaker was awe-inspiring from a creative standpoint, and the character was as close to a classic horror movie villain as the WWE ever got.
Unfortunately, Kane's been on a slow and steady downhill slide practically from day one. They really opened Pandora's Box by unmasking him for a few seconds of shock value back in 2003 and have been struggling to get the damn thing closed ever since.
