4. Bruce Banner
In Civil War II, Bruce Banner had been killed by Hawkeye and buried by his friends. He didn't stay down too long as he was quickly resurrected without explanation during Secret Empire. However, after he was brought back, he was then possibly killed again, so yeah, there's every chance he could return in Marvel Legacy.
Right now, the current Hulk, Amadeus Cho, is heading into space to go to the planet Sakaar where the infamous story Planet Hulk took place. With one Hulk off planet, Bruce Banner may be able to come back and fill the role that made him infamous.
Bruce's resurrection is a story that needs to be dealt with, as his brief appearance was not explained in Secret Empire. And with the Hulk being such a key figure in Marvel Comics, it's only a matter of time before he he'll be smashing his enemies again - preferably in the pages of Marvel Legacy
