Jackson Weele was a businessman who stole money from his company. When it became apparent he might be found out, he hired a criminal called rocket Racer to steal the evidence before it can be used against him.

When Rocket tried to blackmail Weele, he heads off to find the Tinkerer so he can get some equipment of his own. As his name pretty much demanded, he was given a gigantic wheel capable of climbing up buildings with guns and all the bells and whistles.

He rebrands himself as the supervillain "Big Wheel" and embarked on a life of crime. He became one of Spider-Man's common enemies, but was hardly a threat to the likes of the wall-crawler. He even became something of a joke, like the Spider-Mobile within the comics.

He disappeared from the books for more than two decades before showing up during a fight between Spider-Man and Stilt-Man (another ridiculous supervillain who enjoyed toying with Spider-Man). He was attempting to help Spider-Man as part of his supervillain recovery, but just messed things up. Spidey then teamed up with him for the day in a sort of superhero pity party.
