For sure, the various incarnations of The Flash have all been shown to be extremely smart - as have any and all other speedsters, for that matter - but the simple fact of the matter is that any version of The Flash should be able to solve a conundrum in mere seconds.

In addition to superspeed allowing the Sultan of Speed to run really, really fast, to be able to phase through objects, and be able to travel through time itself, the powers imbued in The Flash mean that the hero's brain is able to process information quicker than the majority of people in the entire DC Universe.

It's been shown plentiful times over the years how the likes of Barry Allen, Wally West, and Jay Garrick are able to speed their way through an entire lengthy science book in a literal blink of an eye, yet rarely, if ever, have comic book readers seen The Flash uses his superspeed-enhanced smarts to save the day.

Seriously, whatever twisted scheme or master plan any rogue can come up with, The Flash has the ability to instantly work out a way to shut said nefarious mission down. Only, he doesn't - as he tends to conveniently forget all about this skill.
