Looking at the fully formed Justice League Unlimited show now, it seems literally impossible that it wasn't always intended to continue from the original Justice League cartoon.

But the Justice League series was initially planned to end without Unlimited, finishing with the episode 'Starcrossed'.

Aware of the success of the show, Cartoon Networked surprised those working on the show by proposing they follow up with another series, which would serve as a successor. From there, Justice League Unlimited was born, which would run for longer than the original cartoon.

This said, Unlimited would also experience a similar situation, as the show was also supposed to end with its second season, with the production team preparing the series finale - 'Epilogue' - only to be told they would now get to do another season.
