7. Scarlet Witch

When she first hit the scene back in The X-Men #4 in 1964, Wanda Maximoff, aka Scarlet Witch, was able to use something called "Hex Powers" to make random events occur. While these abilities weren't fully explained, they did allow the writers to use her as a sort of MacGuffin that could make the story proceed in whichever way they saw fit.

Over the years, she has taken on a significant role within the Marvel Universe going from villain to ally and even Avenger. Her Hex Magic became Chaos Magic, but thanks to a character retcon, things got a little crazy with her abilities evolving into straight-up reality warping.

During the events of the "House of M" storyline, Wanda's powers managed to completely change the entire Marvel Universe. She created a family for herself and made Mutants far more acceptable in the world. Many characters underwent changes as a result of this, but the aftermath had a disastrous effect on Mutants as a whole.

The subsequent "M-Day" storyline saw all but 198 Mutants lose their powers thanks to Wanda's utterance of "No more Mutants" as House of M wrapped up. While she hasn't been confirmed as an Omega-Level Mutant, her ability to alter reality clearly places her in the upper tiers in terms of powerful Mutants... even if she can't fully control her abilities.
