Marvel comics has always been a New York company, all the way down to its marrow. So it's no surprise that the creators working at Marvel at the time felt the need to dedicate an issue to their characters - who ARE supposed to be in the real world - reacting to the September 11th attacks.

However, like pretty much every TV show, movie, and book that was released around that time, the whole thing carried this atmosphere of needing to say something, ANYTHING, because being silent meant being alone with your thoughts and NO ONE was up for that back then.

The comic just doesn't work, whether because it needed a few more drafts to tighten it up, or because this was just a bad idea from the word go. It isn't unforgivably terrible, but one of the emotional cornerstones of this comic is seeing Doctor Doom CRYING at the site of the wreckage.

I could say more but I think that moment just kinda sums up everything wrong here.
