3. Radioactive Man

The most interesting thing about Radioactive Man has to be that him being a villain depends entirely on your perspective.

This is because Radioactive Man isn't really evil, per se, as his actions - at least, initially - are done entirely to protect his homeland of China.

When Thor thwarts their attempts to invade India, Radioactive Man responds in a fairly natural way, by trying to stone-cold murder him. It's not a nice thing to do - sure - but it's also entirely the type of thing that happens in war, so it's not any personal kind of malice that motivates him.

The idea that Radioactive Man is a villain who exists as a sort of symbol of war is maybe not his intended purpose, but it's one that makes him into a seriously interesting character, even if it was by accident.
