7. Mr. Freeze
Compared to the rest of Batman’s classic villains, Mr. Freeze has been treated like a total nobody. From his first appearance in 1959, through his forgettable portrayals in the ‘60s show, all the way up to a 1991 issue of "Robin" in which Joker took him out with a joy-buzzer, Freeze made no impact.
Things only got worse with Arnold Schwarzenegger’s puns-only performance in 1997’s “Batman & Robin.” That version still stands as the common man’s only idea of Mr. Freeze, and that is tragic.
With only one great animated series episode (“Heart of Ice”) and one great video game appearance (“Arkham City”) to his name, Mr. Freeze still has a long way to go before people realize he’s among the very best of Batman’s rogues gallery.
Mr. Freeze is terrifying, he’s got a challenging power set, and he’s emotionally complex to no end. Call me a fanatic (I am), but Mr. Freeze is every bit as compelling as Two-Face, Ra’s Al Ghul, or The Joker.
