3. Tyrannosaurus Reich
There really aren't many more things I can say about what you're looking at in the picture. It's a tyrannosaurus rex, in full Nazi regalia, custom boots and all. He has a typical villain eye scar. He speaks German. Again, he's a tyrannosaurus rex. Tyrannosaurus Reich is found in the equally hilariously named Major Bummer series, a humour comic book about a slacker superhero. So yes, T. Reich is intentionally ridiculous, but he surely defines the pinnacle of brilliant absurdity for a comic book character. The fact that he was pulled to Earth through a dimensional rift from a universe inhabited by Nazi dinosaurs only serves to emphasis just how magnificently messed up it is that he is either of those things. Kudos, DC, kudos.
