The Incredible Hulk is one of the most popular characters in the MCU to not have a widely beloved movie. And now that Banner has successfully combined with Hulk in Avengers: Endgame, there's a lot less internal drama for him to deal with in a solo movie. But focusing on an alternate version of him would resolve this.

Stronger than Hulk and in possession of Bruce Banner's intelligence, Maestro is a version of Hulk from a future where he rules with a giant iron fist. He's so powerful that when Professor Hulk was brought from the present to fight him, Maestro easily broke his neck.

Watching the Incredible Hulk become more powerful by absorbing the radiation from a nuclear war that destroyed the puny humans would be satisfying. Watching the Hulk rule this wasteland and slowly morph into the savage he was once accused of being would be tragic.
