9. Mister Fear (Marvel)
Little-known and rarely used, Mister Fear is primarily a minor Daredevil villain in the Marvel universe. He is essentially, Marvels Scarecrow a villain who specialises in administering fear gases to his opponents via pellets, spray canisters and syringes etc and we know from the
Blackest Night storyline that Scarecrow was capable of wielding a yellow ring competently. Mister Fear has the added bonus of being a capable hand-to-hand combatant as well, however, which would only aid his claims for a place in the Sinestro Corps. He would strike a formidable pose in his dark cloak and skull mask if he was also glowing in the yellow light of fear and would be even more capable of frightening his foes with the power hed possess by wearing the yellow ring.
