6. Sam Rockwell as Justin Hammer, Iron Man 2 (2010)
Hear me out. Yes, the movie is a mess. Yes, the villain is a godawful mashup. However, Sam Rockwell makes the poorly-drawn role of Justin Hammer his own and displays an offbeat charm that nearly rivals Robert Downey Jr. He's never on screen enough to be a real menace, but if he ever got the chance to truly square up to RDJ after licking his wounds and coming up with a new version of his discredited tech, we could be in for a very interesting instalment of Phase 23.
