3. Jonathan Pryce - Tomorrow Never Dies

As anyone who watches Game of Thrones or has seen Jonathan Pryce on stage knows, he is a fantastic actor who deserves to be more well-known than he currently is. Unfortunately, most casual viewers (prior to Game of Thrones) will mainly recognize him from this terrible role in Pierce Brosnan's second James Bond film.

Tomorrow Never Dies is a film people rip on with no just cause. It is an incredibly fun, if routinely plotted, film that's one of Bond's most underrated adventures, but unfortunately it has this awful villain.

Eliot Carver is an evil Rupert Murdoch parody, making this a cringe-worthy attempt to be topical. He's monotonous and neither entertaining nor intimidating enough to work on any level as a Bond villain. He does have one hammy moment where he imitates some martial arts, but that moment is toe-curling.

The worst thing about this one is his evil plan. He is going to start World War III in order to, wait for it.... get broadcasting rights in China for the next hundred years. Really? Really?

Here's a villain who's both completely ludicrous and staggeringly boring, making this another strong contender for the worst Bond villain of all time.
