Marvel Cinematic Universe: 10 MIA Villains Who Need To Return
1. The Mandarin

Now, to be fair, the Mandarin is a character we have yet to properly meet in the MCU. The Ten Rings group he leads has been a part of the franchise since Iron Man kicked the whole franchise off, still active as recently as Ant-Man, which saw a representative of the group looking to buy the Yellowjacket suit from Darren Cross alongside Mitchell Carson.
Of course, Iron Man 3 saw Aldrich Killian creating a fake cell of the terrorist group to further his own goals, using Trevor Slattery to act as the Mandarin publicly, but after the events of that film saw Killian dead and Slattery incarcerated, the real Mandarin had Slattery broken out of Seagate Prison to answer for masquerading as him in the One-Shot All Hail the King.
That short film confirmed that the Mandarin is very real, out there somewhere unseen, and it's hard not to hold out hope that he will surface in the MCU somewhere one day. With magic coming into the fore thanks to the arrival of characters like Doctor Strange in recent years, he'd serve as a fantastic villain for the Master of the Mystic Arts to take on, for instance, finally giving the major villain the chance to shine and paying off over a decade's worth of setup involving the real Ten Rings and what they're up to.
