Even though the first attempts to bring a supervillain team to the big screen ended with Sony's canned Sinister Six movie and Warner Bros' messy Suicide Squad, there's definitely more than enough interest out there in less conventionally heroic teams. If there wasn't, Warner Bros wouldn't be ploughing on with their plans for a Suicide Squad sequel.
And Marvel need to get their slice of that pie. With General Ross back in action in the MCU, it wouldn't take a great deal to set up a story in which he turns to incarcerated villains to use as a black ops team to hunt rogue heroes. Assuming the whole superhero registration situation will be done with after Avengers Infinity War proves their worth, that shouldn't be the launching point, but he could still operate under the radar to deal with extreme situations still works.
He'd be able to call on Zemo, Batroc, possibly Crossbones (since he might be back), Justin Hammer, and the Abomination as a starting point. And it'd definitely be different.
