It's impressive how The Simpsons' writers managed to pull off such a gripping and fun murder mystery in just two episodes (although it really shouldn't be that big of a surprise considering how much they manage to pull off in only one episode). It's easy to see the premise of the two-parter being turned into a movie: Mr. Burns gets shot, and who shot him is a mystery that needs to be solved.

However, the best aspect of this episode that would've made for a great film is the fact that every resident of Springfield is a suspect. Mr. Burns is easily at his most evil in this episode, meaning everyone has motive to shoot him. Had this been a movie, no character would've gone to waste. Every Springfield resident we know and love could be a suspect, making the movie absolutely perfect for Simpsons fans.

A Simpsons movie where Mr. Burns is the main villain, at his most sinister, and every prominent character of the show has motive against him? THIS should've been The Simpsons Movie!

Another great thing about this episode is that the writers wrote it with the goal of the mystery actually being solvable. Had Who Shot Mr. Burns? been a full feature, this would've made for countless rewatches, picking up on hints and clues on who the shooter really is.

Of all the options The Simpsons' writers have for a second Simpsons movie, a murder mystery film where everyone is a suspect should be at the top of their list.
