Seymour isn't a terrible villain. As creepy as he is camp, this Guado-human hybrid begins as an ally before revealing his true nefarious purpose about halfway through. When it comes to battling him, it makes for a great, challenging fight, and is a big watershed moment with regards to the story. Then, it emerges that Seymour has come back as a Unsent, and you have to fight him again. And then again a bit later... and again at the end of the game. Despite Seymour changing form for each battle, it still requires roughly the same tactic of elemental shuffling every time. Plus, because he just keeps coming back, the fights begin to feel a bit like a slog, making the player wish a new, more inventive enemy would show up.
