9. Harley Quinn - Batman: Arkham Asylum

When she was first introduced in the all-time classic, Batman: The Animated Series in the 1990's, Harley Quinn was an instant success. So successful, in fact, that she made her way into the mainstream DC Comics continuity. She's appeared in numerous spin-offs and adaptations of the Batman universe, and is one of the true constants in his world. And when Batman's gaming reputation was completely restored in 2009's Arkham Asylum, she was also included in the landmark title. Bet you were excited for that Harley Quinn boss battle, weren't you? Well, I'm afraid I've got some bad news. Despite getting physical with Batman in a few cut-scenes, a proper battle with Harley Quinn never actually happens. While it's possible that Rocksteady decided to omit Harley because of the questionable act of Batman hitting a woman, we know that they are smart developers. You could find a way around these limitations. Harley has a penchant for weaponry, and the battle could definitely turn into a fun gadget vs. gadget battle between the two. Something. Anything.
