That's why it's a pity how Legion doesn't become a Squad Mate until The Reaper IFF Mission is completed, which leads directly into the final section. Also, performing this mission runs the risk of human sacrifices, unless nearly every Loyalty Mission has been completed, delaying Legion's introduction further.
By exploring the game files, unused audio samples can be found of Legion in earlier missions, proving the android was meant to be appear sooner. Because of how well Legion resonates with players, it's strange why the devs didn't include him until the end.
