9. Mr. Freeze

With many of his actions being driven by the desire to cure his terminally ill wife, Mr Freeze is more of a sympathetic, tragic character than a truly evil supervillain. In the Batman video games, Mr Freeze has been primarily relegated to a secondary role, rather than being the main big bad. Despite this, his boss fights in Batman: Arkham City gave glimpses of his potential as a brilliant video game villain, and offered among the most memorable encounters in the series. A Batman game in the vein of the other Arkham entries, with Mr Freeze as the primary villain, could be great for a number of reasons. For starters, we love the idea of an open Gotham that's been completely frozen, both for gameplay and aesthetic reasons. Also, if his boss battles from Arkham City are anything to go by, then the final fight could become one of the greatest endgame confrontations ever.
