3. Dragon Ball Z: Budokai 3
Not placing Budokai 3 in the number one spot of this list is going to be very divisive as for a large number of fans this is the perfect Dragon Ball Z game. Its popularity is understandable as the third instalment of the Budokai franchise is a wonderful game.
Most of the games on this list include a story mode that retells the story of Dragon Ball Z, yet none of them do it as well as Budokai 3. There are 11 characters to choose from in the Dragon Universe story mode and all of them are different, as players only play the battles their chosen character participated in during the anime.
Some characters have much shorter story modes than others. For example; Tien's story skips the whole Frieza saga, as he never goes to Namek in the show. However, playing through everybody's campaign gives a more comprehensive look at the Dragon Ball Z story than any other game in the series.
Budokai 3 already has a decent amount of characters but the game's capsule customisation adds more depth to them. Giving a character a custom capsule set up allows you to change their abilities, stats, transformations and more.
Taking the time to customise a fighter's capsules can help further differentiate them from their opponents, creating more interesting battles.
