Vault 106 was just your classic nuclear shelter until ten days into the vault closure when the fun guys at Vault-Tec had psychoactive drugs pumped into the air vents.

Of course the population were assured the drugs were just to help chill them out until, unsurprisingly, they had the opposite effect and people started to go loopy and murdery. If you enter the vault you’ll be struck by hallucinations yourself and encounter maddened dwellers who are still under the effects of the drugs. As a result they’ll attack on sight. Your guess is as good as mine as to what Vault-Tec wanted to get out of this one experiment-wise, maybe they just got bored.
