2. Persona 5 - Sae
Persona 5 is filled with a wonderful cast of characters, each with unique personalities, quirks and meaningful relationships that you can indulge in how you see fit. It manages to balance to wonders of a JRPG, with the smaller character moments of a visual novel.
One of Persona 5's most interesting characters is Sae, a public prosecutor who spends a long portion of the game holding your character under interrogation. More notably, she's the legal guardian for one of your party, Makoto.
The way she's tied to the case she's investigating in Persona 5 holds for some of the most integral moments and some unused audio highlights how her relationship may have been developed further.
In fact, it would have been developed much further, with the seeming possibility that you would have the option to romance her. Certain dialogue options not used seemed to indicate that the two of you could engage in relations, as she used lines that many other characters used in the same instance.
With the release of Persona 5 Royal, there's still no sign of this, so it seems that the relationship with Sae is a pipe dream. But it's intriguing to look at what may have been.
