The numerous coppers and goons sulking around the area, alongside many potential witnesses minding their own business, means accessing restricted areas and acquiring weapons or disguises unnoticed is a tricky feat. Timing may be critical, though you can always switch to a different member if you miss your chance with one of them, thus preventing you from waiting in the cupboard for another 15 minutes with your finger up your nose until that one guy returns.
