3. Luca Blight - Suikoden II
Luca Blight is the sadistic main antagonist for the first half of Suikoden II. He performs a false flag massacre of his own army's youth brigade, setting the events of the game in motion. He's big, mean, and brilliant.
So why would anyone underestimate this tower of muscle and insanity?
Because, even after all of your preparation knowing you're about to fight a villain built up that much, you still won't be ready.
The fight against Luca begins with a war battle, only made winnable by scripted events. But don't get comfortable.
Next you'll have to form three whole parties for the upcoming three-round fight. You likely don't have 18 fully leveled and equipped characters, so you're already under-prepared.
Luca's basic attack hits one target three times. His other two attacks deal major damage to an entire row or column of your team. He acts twice per turn and, just to really tick you off, comes with a full party of generic mooks to distract you.
After the third battle there's one last one-on-one duel, where one wrong move can get you killed, before you finally take him down for good. And if you get a game over, you have to do the whole thing over again.
