1. Edgar Ross - Red Dead Redemption 1 & 2

The manipulative Edgar Ross is one of gaming's all-time smarmiest bad guys. The lawman turns up in the original Red Dead Redemption having taken hero Jack Marston's family hostage, telling him he needs to hunt down and kill his former outlaw gang members in order to continuing living as a free man. The gunslinger complies and gets his wife and son back, but Ross isn't the kind to leave loose threads hanging, and ambushes John in his own barn with a group of lawman, who gun him down.

It's a somber ending, but the best part is you can seek out your own revenge even after the game has officially "ended". Jumping forward in time, the Western puts you in the shoes of John's son, Jack, and the player can freely track down Ross, an old man by this point, and put a bullet between his eyes. It's kind of an empty victory, but it still feels good to see this sucker bite the dust.

He was already a candidate for the top stop, but his appearance in Red Dead Redemption 2 secured it. There we find out Ross has haunted John for way longer than previously thought, being instrumental in destroying his extended family and constantly putting his son's life at risk. Playing through that game only makes the memory of his death even sweeter.
