7. Ruud Hoenkloewen (Disco Elysium)
Those who have played Disco Elysium know it's a buffet of phenomenally well-written characters. Even the shortest encounters will leave you blown away, with depth and intrigue in every line of dialogue. Still, even with that in mind, it's shocking that a character with such little screen time manages to be so depraved and unsettling.
The terrifying Ruud Hoenkloewen is a member of the Krenel private security force, a group of mercenaries tasked with killing and terrorizing the natives of countries that oppose Oranjese capitalism. Put simply, his job is to commit war crimes and make the world a worse place for innocent civilians.
All the Krenel characters are horrifying, but Ruud goes a step beyond. He's a sociopath who actively fires mortars into populated areas for fun and has 52 confirmed kills, earning him the nickname The Killer (real original). But what makes him even scarier is just how little is known about him. All that is known is that he's an id machine in a suit of armour holding heavy weaponry.
